The OCHA Steering Committee is composed of leaders from Orange County’s trusted safety net infrastructure. The Steering Committee not only provides oversight of OCHA’s strategic direction but also leads and staffs key working groups with executive-level leaders, subject-matter experts, and frontline staff from member organizations.

Claudia Bonilla Keller
Claudia Bonilla Keller, an established nonprofit executive, joined Second Harvest Food Bank of Orange County as chief mission officer in February 2020 and was named CEO on January 1, 2022. Keller has continued Second Harvest’s focus on ensuring dignified, equitable and consistent access to nutritious food for all who need it in Orange County.
Prior to Second Harvest, Keller served as chief program officer for the LA Promise Fund
and as senior vice president and executive director of the American Heart Association in Los Angeles. Keller holds a bachelor’s degree in Political Science from UC Irvine and a master’s degree in Public Administration with a concentration in urban management from Cal State Fullerton.
She resides in Placentia and actively contributes to various boards and organizations focused on food insecurity, such as serving on the boards of the California Association of Food Banks and Abound Food Care.

Mike Learakos
Mike is a third-generation food industry professional with over 35 years of experience including 20 years as the President of TJM, Inc., a full-spectrum food service company. In addition to food service operations, Mike has a long history in the areas of food processing, facility design, and distribution.
In 2013, Mike volunteered to develop a regional food recovery pilot program in Orange County. Known then as ‘Waste Not OC’, the model, based on food safety and data tracking was quickly identified as the most effective in the nation based on number of donors and amount of food recovered. Mike became the full-time Executive Director in September of 2016 and guided the organization through an expansion that included a re-brand to Abound Food Care. As CEO, Mike now directs Abound Food Care in their effort to optimize regional food systems through innovation and collaboration with public, private and non-profit sectors. Abound Food Care is also a Co-founder and lead agency of the OC Hunger Alliance, a county-wide collaborative committed to ending hunger, food waste and addressing the root causes of poverty.

Mark also secured funding to launch the OC Diaper Bank during 2020.
As an advocate, Mark works closely with elected officials on the local, state and federal levels, on issues related to social and economic justice.
Mark has received numerous awards including having been identified by the Orange County Register as one of Orange County’s 100 Most Influential People, 2015, 2019, 2020 and again in 2025.
The OC Food Bank is a program of the Community Action Partnership of Orange County, a private non-profit charity.

Bringing forth a distinguished career spanning nearly two decades, Elizabeth has consistently showcased her commitment to crafting innovative solutions that address the intricate challenges faced by vulnerable populations. Her leadership at 211OC is characterized by a keen emphasis on leveraging technology to elevate service delivery and streamline access to vital resources.
A native of Orange County, Elizabeth holds a Bachelor of Arts degree in sociology from California State University Fullerton. Additionally, she holds a Master’s in Business Administration focusing on Healthcare Organization and Leadership. Elizabeth was honored with the Dignity Care scholarship, supporting her pursuit of a mini-MBA in Healthcare Leadership through the University of Arizona.
Beyond her professional endeavors, Elizabeth is deeply dedicated to community service and holds a board membership at the Delhi Center in Santa Ana. She and her husband have chosen Fountain Valley as their home, where they reside with their two children.

Dr. Kelly Bruno-Nelson
As Executive Director, Medi-Cal/CalAIM, Kelly Bruno-Nelson is responsible for oversight of the agency’s main health plan and its further development through the statewide California Advancing and Innovating Medi-Cal (CalAIM) initiative. She brings more than 25 years of experience serving vulnerable populations in Southern California through innovative work in health care and nonprofit organizations. Prior to joining CalOptima, Kelly was President and Chief Executive Officer of National Health Foundation (NHF), a Los Angeles-based nonprofit organization working to improve the health of underserved communities. Prior to NHF, she was Vice President of ONEgeneration in Van Nuys, California, a nationally recognized organization that provided an intergenerational program of adult day health care and childcare that brought together frail elderly and young children. Her earlier career also included leadership roles at a nursing home and in hospital-based social work. Kelly holds a bachelor’s degree in social work from Azusa Pacific University, a master’s degree in social work from California State University, Long Beach and a
Doctorate in social work from University of Southern California.

Taryn Palumbo is the Executive Director of Orange County Grantmakers (OCG), where she drives meaningful change by building systems that enable philanthropy, nonprofits, and government to work more effectively together. Known for her ability to convene diverse stakeholders and translate complex challenges into actionable strategies, Taryn leads cross-sector convenings that bring funders and nonprofit leaders together to address pressing community needs. Her work centers on elevating the voices and experiences of underserved communities, fostering collaboration, and creating pathways for more inclusive and responsive solutions.
Since joining OCG in 2017 and becoming Executive Director in 2018, Taryn has expanded the organization’s influence as a hub for cross-sector collaboration and innovation. She brings a background in public policy, government affairs, and nonprofit leadership, with prior roles at the San Francisco Chamber of Commerce, Orange County Business Council, United Way Orange County, and The Olin Group. A skilled convener, she has led regional efforts focused on issues such as food access, health equity, and economic opportunity. Taryn is an active member of the OC Hunger Alliance and serves on several regional boards and initiatives, reflecting her deep commitment to advancing equitable outcomes for communities
across Orange County.

With over 26 years of service to the County of Orange, Mr. An Tran brings extensive leadership experience across four County departments, including the Social Services Agency, OC Waste & Recycling, the County Executive Office, and the OC Health Care Agency. He has served as the Director of the Social Services Agency (SSA) since 2022. An is also a member of the OC Hunger Alliance Steering Committee.

Hallie Stohler-Plaza
With over 20 years of experience in the social sector, beginning in the field of international human rights, Hallie brings an inclusive approach, multi-issue area knowledge, systems thinking, and a determined commitment to measuring impact, to this role. Most recently, she has led evaluation projects in the health equity (youth and older adult) and immigrant rights spaces. Previously, she served as Chief of Staff at the California Immigrant Policy Center, where she led strategy, fundraising, and other cross-departmental projects. And from 2019 to 2024, she partnered with foundations, Community-Based Organizations, and public sector agencies across Orange County and Southern California on diverse projects and initiatives, as Senior Consultant of Evaluation, Planning, and Community Engagement at Charitable Ventures.
Hallie holds a dual Bachelor of Arts in Spanish, Latin American and Latino/a Literatures, and Anthropology from UC Santa Cruz; and a Master of Pacific International Affairs with a focus on Public Policy and Latin America from UC San Diego.
She lives in San Clemente with her husband and three sons.
